Whereas it appears that an Agreement was made between the four New-England States (in Consequence of a Recommendation from Congress) at Springfield, on the 30th of July 1777 to keep up a certain Number of Men in the State of Rhode-Island, so long as the Enemy kept in Force there—and ... they will have it in their Power to make such Depredations as they please ... Resolved, that Eight Hundred Men ... be raised ... [Boston: Thomas and John Fleet, 1779]
