The Earl of Rochambeau, in charge of the inspection of Normandy and Brittany, sends instructions to the officer in charge of Paramé, near Saint-Malo. The letter is a military memoir on the advantage of the posted patrols, which are silent, fast and more efficient to keep a place safe from the enemy.

At the end of the letter-memoir, Rochambeau's secretary annouces the visit oꦉf the Earl for♊ the next day.
