Hsiung graduated from Beijing University and earned his Masters in University of California, Berkeley. Upon his graduation, he entered China's Foreign Service and was Vice Consul in San Francisco. During the Japanese invasion in 1937, he was transferred to Military Council in Chongqing, and later assigned to Rangoon, Burma as Chinese Army Liaison Officer to Allied Forces during the Burma Campaign. Subsequently, Hsiung held several diplomatic positions. After WW2, he was appointed Consul General in Toronto, Canada. In the mid fifties he returned to Taiwan, and was promoted to the rank of Major General and Chief Secretary to the Advisory Committee on Strategy of the Presidency.

During his time in Taiwan, he learnt to paint under Huang Junbi. He returned to US after his retir🍌ement in 1962, and taught poetry and paintings in San Francisco State University. During this time, he was tutored in art by Zhang Daq🌟ian. The paintings in this collection were gifts of Zhang Daqian to Hsiung and his wife.
