Catalogue Note
James Beal was a law agent and local politician. Active in radical municipal politics from the 1850s, he was honorary secretary of the Metropolitan Municipal Association. He was elected a vestryman of Westminster St James and was a Progressive Party member of the London County Council, representing Fulham from 1889 until his death.
