The dogs represent Great Britain and France signing the peace treaty, the Boxer Protocol, that ended the Boxer Rebellion, ෴𒁏an anti-imperialist uprising in China that took place between 1899 and 1901 at the end of the Qing dynasty. Great Britain and France were part of an Eight-Nation Alliance, which also included the United States, Russia, Japan, Germany, Italy and Austria-Hungary. China and the Eight-Nation Alliance signed the Boxer Protocol on September 7, 1901.
