T🍷he third page contains reports on the impending ratification of the Constitution in Virginia and North Carolina:
"Extract of a letter from a gentleman in Virginia, to his friend in this town.
'The Federal Constitution will be adopted by us. The reception and discussion it met with from your State, have removed the film of prejudice from the eyes of many well-meaning men of our State. They have agreed to speak well of it. A few hypocrites and old tories, whose approbation we do not value a straw, remain unconverted.
'North-Carolina generally follows this State, and it is probably she will join us in the decision of this great national and all-important question.'"
