Titcomb, of Massachusetts, has been employed for several years as one of the Captains commanding ships in the East India and North Amer🥂ican trade, and as such has ever maintained a high standing for his capacity and talents, as a man of business, and for pure morals.

"His Owners having retired from Commerce, he is desirous of remaining on shore with his young & growing family. And we recommend him for appointment in your Department, with entire confidence that hw will sustain his reputation as a business man wi🌺th credit to himself and with advantage to the public service."
