劉慕曾（1904-1957），本名先榮，字護安，湖南湘潭人。因崇拜鄉賢曾國藩，更名慕曾。畢業於長沙師範學校。後從政，歷任貴州綏陽縣縣長、遵義縣縣長。治理遵義縣政期間，修築公路、機場，有政聲而為陳誠賞識。一九三八年，陳氏主政鄂省，委劉慕曾為省府主任秘書。抗戰勝利後，獲蔣中正親自指派任參謀本部軍法司司長，參與審判日本侵華一級戰犯谷壽夫、土肥原賢二等。後改任國防部軍法處少將處長，以平息轟動一時的滬上「警憲衝突」事件而聞名。復轉遷遼寧省政府袐書長，兼國府主席東北行轅辦公廳主任。

一九四九年，隨陳誠渡💮海赴台灣，歷任台灣省政府主任袐書、行政院參事兼機要室主任、光復大陸設𓃲計委員會委員。一九五七年病逝於台北。
